March 5, 2008
At the FOP regular business meeting this past Monday, Director
of Public Safety Scott Newman was presented with a small token
of our appreciation for his service to the citizens of
Indianapolis and to the FOP specifically. He was presented a
ceremonial police nightstick with a wall holder, both engraved
with the FOP logo and his name and title. Also during the
meeting, I advised members that the former MCSD pay disparity
issue should be resolved once-and-for-all by March 31st.
(Director Newman’s timeline) Also, there should be a very
positive resolution to the clothing allowance/debit card issue.
What I can tell you at this point is that we have agreed that a
check issued twice a year is acceptable (like former IPD
officers are accustomed to). We are also in negotiations with
Director Newman for a possible increase to the yearly amount of
clothing allowance. If an agreement is reached concerning an
amount, I will inform you via a read-off and posting on our
website. I encourage all of you to check our website often for

*****URGENT LEGISLATIVE BULLETIN****
State FOP President Tim Downs is calling for all FOP members to
come to the State House on Monday, February 25, 2007 at 1:00
p.m. to rally and show our concern over HB 1001, the property
tax reform bill. The bill is scheduled for Second Reading in the
Senate and may be amended in such a way as to further strangle
local government and public safety.
The FOP, Fire Fighters, Mayors and Police Chiefs from around the
State will participate to show the General Assembly our grave
concern over this bill. We need you to be there.
Please come to the State House and meet on the 3rd floor. At One

January 25, 2008
As most of you know, there will be a Public Safety Committee
meeting to discuss a proposed change in the consolidation
ordinance. The proposed change primarily deals with what elected
office will be in charge of the IMPD-the Marion County Sheriff
or the Mayor. The meeting date has been changed to January
31, 2008 at 1730 hours. The meeting will most likely take
place in the Council Chambers and not the Committee Meeting
Room. There will likely be public input in this matter, and I
plan on speaking as FOP President. If you feel this matter is
important and you plan to attend, I ask that you remain quiet
and professional during the proceedings. If you have any
questions or comments, feel free to send them to me via email.

Greetings,
I would like to remind everyone of the retirement party that
will be this Sunday, January 27, 2008, from 4 PM to Midnight.
The party honors all of those officers from IPD, MCSD, and IMPD
who have recently retired. The party will be at 8 Seconds, 111 S
Lynhurst Dr. Please plan on attending and thanking those who
have served this city well and are turning the corner into
retirement. There will belimited food and drink available. Hope

NEVER FORGET
On February 24, 1972, at age 25, Deputy Tommy Settles lost
his life doing what he loved, serving and protecting the
public. Deputy Settles was killed, in Cumberland, while trying
to stop a bank robbery and kidnapping of a pregnant woman.
Deputy Settles was shot multiple times in the leg, hand, and
head. The crime was so heinous that time cannot reduce the
trauma and pain inflicted upon the survivors, their families, or
Deputy Settles family.
Every year the
Cumberland Police Department has a memorial ceremony. The family
of Deputy Settles, Officers of the Cumberland Police Department,
and the Cumberland Town Council would embrace your presence at a
ceremony honoring Deputy Settles on Sunday February 24, 2008 at
10 AM at the Cumberland Municipal Building 11501 E. Washington
Street.
We would greatly
appreciate any support and coverage by our friends in the media.
We would also be
willing to arrange interviews with the family or close friends
of Deputy Settles.

January 16, 2008
As you know, the requirement to go to the data channel has been
rescinded. I consider this to be a good example of the kind of
cooperation that is needed to facilitate a good relationship
between labor and management. HOWEVER, in order for this new
policy to work properly, it is incumbent upon you-the street
officer-to utilize the MDT whenever possible. This will free up
the radio for more important traffic and keep the air clear.
You can make or break this new
policy by the amount of use the MDT gets. Please keep this in
mind. Please continue to practice good officer safety during
your shift. STAY SAFE!

Monday is the night the FOP wants you to volunteer to be on a
committee of your choice. Through your service on a given
committee you will help shape the future of our FOP –
If you are ready to take the Executive Board’s challenge to help
shape the FOP, come to the Regular Business Meeting, Monday,
January 7, 2008 at 6:00pm. Sign up sheets are prepared and
ready for you to let the leaders know you are ready and willing
to help make this Lodge the best in Indiana.
If you can not make it to the meeting but still want to
volunteer to be on a specific committee, please call or come by
the FOP and sign up soon.
The Regular Business Meeting is for Active Members to focus the
FOP on matters important to them.

December 27, 2007
The FOP and the city forged an agreement today that corrects the
shortfall that former MCSD officers would have suffered in 2007.
The important points of this agreement are:
o There will be a paycheck issued on December 31st, distributed
at the Professional Police Officers Credit Union 1502 E
Washington St from 0830-1200 hours. This check will be for forty
hours, and all taxes, pensions, garnishments will be withheld.
o On January 4, 2008, a forty hour check will be issued to
former MCSD officers. Child support, insurance and other normal
bi-weekly deductions will be withheld.
o There is also a provision for a paycheck to be issued to
former MCSD for forty hours on December 19, 2008
I realize that this is not a popular agreement with everyone.
The priority for the FOP table team was to make sure anyone
retiring would not be affected by incorrect pay for 2007 and
this was accomplished. The agreement, as it stands right now,
will also give you your contracted pay for 2008. We also have a
firm commitment from the incoming administration to look at this
agreement and we hope to work with them to change some facets of
this agreement.

Member Invitation
To: Past Members and Members:
The body of the Lodge during the April Regular Business Meeting
voted to offer this one time waiver of back dues for all officers
wishing to rejoin FOP Lodge #86. This offer will be available to
eligible past members until the Lodge has to pay for per capita
taxes to the State and National Lodges for the remainder of 2007.
Therefore, the final date this waiver will be offered is August 6,
2007 at the Regular Business Meeting.
The FOP is also extending the invitation to gain membership in the
Fraternal Order of Police to all Law Enforcement Officers in the
Indianapolis Metropolitan Area.
These agencies include employees of: Indianapolis Metropolitan
Police Department, Beech Grove Police Department, Butler University
Police Department, Capitol Police, Cumberland Police Department,
Indianapolis Public School Police Department, IUPUI Police
Department, Speedway Police Department, Airport Police, Active Duty
Military Police, and any other agencies that qualify by the
following; Eligibility. Any regularly appointed or elected and
full-time employed law enforcement officer of the United States
Government, the State of Indiana, or any political subdivision or
agency thereof, may be eligible for membership in the Fraternal
Order of Police of Indiana, and who has satisfactorily or will
satisfactorily complete law enforcement training as required by
Indiana Statutes IC 5-2-1-1, IC 5-2-1-9 (a) section 1-5-6-7 and (b)
(h) or applicable federal statutes mandating training for federal
law enforcement officers. Each Lodge shall be the judge of its
membership.
As an active member you can help our FOP continue to be a premier
Lodge by encouraging officers in your district or circle that have
not joined to start the process to became an active member of the
Order. This Lodge is here to become what its members want it to be
for them. Remind them that not only does the FOP have legal aid for
them but has a much larger purpose for the Officers of the
Indianapolis Area, the FOP is here to give place for members to
socialize, possibly voice their opinions without judgment, to
organize opportunities to work with the children of Indianapolis, to
assist survivors of fallen officers, to offer scholarships to
children of public safety. Invite them to join now and they will
begin with only owing the remainder of the applicable 2007 dues and
beyond.
As we look forward to the future, we want the Indianapolis Fraternal
Order of Police to be a force that will strengthen our community by
fulfilling the needs of our members through member participation.
